Medical Waste Program

Contra Costa Health's Environmental Health division is the local enforcement agency for the State of California's Medical Waste Management Program in Contra Costa County. The division issues permits to medical waste generators, implements the Medical Waste Management Act and responds to complaints of abandoned medical waste on public property. It also provides additional services, such as education and training on medical waste management.

Medical Waste Program

All new, changing ownership, or relocating medical waste generators must submit a Medical Waste Program application and pay a $45 application fee. Applicants that generate 200 pounds or more of medical waste per month and/or treat their medical waste on-site (e.g., autoclave the waste on-site) must also submit a medical waste management plan, except when only changing billing information. Permit fees will be invoiced separately after your application and, if applicable, your medical waste management plan has been reviewed and approved.

Large Quantity Generators

A Medical Waste Management Plan is required to be submitted with the application form for those operations that generate 200 lbs or more of medical waste per month or for those operations that treat their own medical waste. The Large Quantity Generator Medical Waste Management Plan template provided below can be used to assist with this.

Small Quantity Generators

Small quantity generators (SQGs) who generate less than 200 pounds of medical waste per month and do not treat medical waste onsite must create and keep a Small Quantity Generator Medical Waste Management Plan (SQG MWM Plan) onsite. The SQG MWM Plan must be available for review during an inspection. A template for the SQG MWM Plan is provided below. Please note that the SQG MWM Plan is not required to be submitted with the application.

Home-Generated Medical Waste

Many pharmacies, local law enforcement agencies, City Hall buildings and local household hazardous waste facilities provide disposal services for home-generated waste. Contact the facility for more information.
