About MHSA 

In November 2004, California voters passed Proposition 63 to establish the Mental Health Services Act (MHSA). MHSA provides state funding for counties to expand and enhance the public behavioral health system of care.

MHSA in Contra Costa County 

The MHSA supports wellness, recovery and self-sufficiency by providing a wide range of services and resources to prevent mental health issues, offer early support and strengthen the public behavioral health system. This includes necessary tools like infrastructure, technology and training to make these services available. 

Contra Costa Health set up the MHSA Advisory Council to ensure people in our communities are part of the planning and evaluation of MHSA-funded services and supports.

MHSA Issue Resolution Process

If you have concerns regarding Contra Costa Health’s MHSA related to the Community Program Planning Process, consistency between the MHSA Plan and program implementation or the provision of MHSA-funded services, fill out a form and mail it to the MHSA program.
