Contra Costa Health Services is proud to provide services to people living with HIV and AIDS through Parts A, B, and C of the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act (now the Ryan White HIV/AIDS Treatment Extension Act of 2009). The Ryan White HIV/AIDS Programs are designed to assist in the provision of services to those who do not have sufficient health care coverage or financial resources to cope with HIV.

Part A

Part A of the Ryan White HIV/AIDS Treatment Extension Act of 2009 helps locales that are most severely affected by the HIV/AIDS epidemic. These funds are granted from the Federal government to a region. In our case these funds are granted to Alameda and Contra Costa counties, which collectively form a Transitional Grant Area (TGA). In Contra Costa County, Part A funds support Medical Case Management, Oral Health Care, Mental Health and Substance Abuse Services, Health Education/ Risk Reduction, Food, and Transportation. Part B

Part B of the Ryan White HIV/AIDS Program provides grants to State Departments of Health or other State and U.S. Territories which administer public health programs and services. Part B grants include a base grant, the AIDS Drug Assistance Program (ADAP) award, ADAP supplemental grants, grants to State for Emerging Communities, and an award for Minority AIDS Initiative activities.

Contra Costa County is proud to work with the California Department of Public Health to provide ADAP services in our county. In addition, Contra Costa utilizes Part B funds to support Ambulatory Outpatient Medical Care, Oral Health Care, Medical Case Management, Home and Community Based Health Care, Health Education/ Risk Reduction, and Outreach/ Care Coordination. The Part B MAI funds are used to support Outreach/Care Coordination for communities of color.

Part C

The Part C Early Intervention Services (EIS) component of the Ryan White HIV/AIDS Program funds comprehensive primary health care in outpatient settings for people living with HIV. In Contra Costa, Part C funds support the West County Health Center Ambulatory Outpatient Medical Care, Medical Nutrition Services, and Outreach/ Care Coordination.
