Contra Costa Health's Environmental Health Program is certified by the California Department of Resources Recycling and Recovery (CalRecycle) as the Local Enforcement Agency (LEA) for Solid Waste in Contra Costa County. The LEA ensures that all solid waste disposal facilities and medical waste generators comply with applicable local, state and federal codes and regulations.

The LEA protects the public health and safety of Contra Costa County residents and the environment by ensuring the collection, handling, storing, and disposing of residential, commercial and industrial solid waste is done in a way that prevents pollution and nuisance to air, water and land.
