Goals

The goals of the Contra Costa Health Plan (CCHP), a health maintenance organization, are to be responsive to the health insurance needs of the people of Contra Costa County and to encourage the promotion and awareness of CCHP to the general public, particularly those most medically vulnerable. The role of the Managed Care Commission, the principal advisory board to CCHP, is to help assure the attainment of these goals.

Functions

Address the health care concerns for the Medi-Cal, Medicare, Commercial, and Medically Indigent persons served by the County.

Assure provider, consumer, and community, as well as gender, ethnic, cultural, and geographically diverse population input to deliberations and decision-making. (The Board of Supervisors does this by its requirements for membership on the MCC and the MCC does likewise by its appointments to its committees).

Do long-range planning and policy formulation and make recommendations to the Board of Supervisors, County Health Services Director and Chief Executive Office of CCHP/Local Initiative.

Membership

The Commission has 15 members. Persons who are involved as contractors with Contra Costa Health Plan (CCHP) cannot be members of the Managed Care Commission (MCC), nor can Health Department employees.

The Commission is made up of No less than one Medi-Cal Subscriber:

  • One Medicare Subscriber
  • One Commercial Subscriber
  • One person sensitive to medically indigent health care needs
  • One physician, non-contracting
  • One other provider, non-contracting
  • No less than nine at-large members, non-contracting
  • The Director of Health Services is an ex-officio, non-voting member.
  • The Chief Executive Officer of CCHP is an ex-officio, non-voting member.
  • The Board of Supervisors function as ex-officio, non-voting members.

Compensation

These are voluntary positions, but actual and necessary expenses can be reimbursed per County practice. The commission member occupying the Medi-Cal member seat shall also receive a stipend for attendance at any MCC meeting (not to exceed 12 meetings per year).

Established

May 16, 1995, per Board Order 2.2. (The MCC replaces the CCHP Advisory Board and the Medi-Cal Advisory Planning Commission (MAPC) and takes on the functions of both bodies).

Term

Appointed by the Board of Supervisors. Terms of office are for three years. Reappointment can be made. Bylaws changed to eliminate term limits per December 19, 2000 (item C.22).
