Contra Costa EMS issues certificates of operation emergency and non-emergency (including critical care) ambulance providers that operate in unincorporated areas of Contra Costa County or within the cities that have adopted the Contra Costa County Ambulance Ordinance Code. All ambulance providers that originate transport in those areas of the County or in the cities that have adopted the Ordinance are required to have a valid certificate of operation and vehicle permit with corresponding unexpired inspection decal.

Certificate of operations renewals are required to be submitted to the EMS Agency at least 60 days prior to the permit expiration to assure no disruption in the provider's ambulance operation.

Why do I need a certificate of operation to operate an ambulance in Contra Costa County?

A certificate of operation is required by the Contra Costa County Ambulance Ordinance. The ordinance was established to protect the public and to ensure there are adequate emergency and non-emergency ambulance services within the County. The holder of a certificate of operation must also be issued an emergency response vehicle/ambulance permit after a physical inspection.

How do I apply for an ambulance certificate of operation in Contra Costa County?

Ambulance providers interested in obtaining a certificate of operation must submit an application to Contra Costa County Emergency Medical Services. Applicants should use the Permit Application Checklist to ensure that they submit a complete application. What happens after I submit an application?

Applications are reviewed by EMS Staff for completeness and eligibility. During the process, applicants may be asked to submit additional information to meet the eligibility requirements.

How long does the process take?

Renewal applications are to be submitted at least 60 days prior to expiration. It takes between 30-45 days for the EMS Agency to complete the review and verification process. Initial or renewal applications that are not complete or are submitted late may result in a disruption of the provider's ambulance operations. Ambulance providers are strongly encouraged to submit complete applications to avoid delays in permit approvals and renewals.

The EMS Agency will make a determination on a new application for certificate of operation within 60 days of receiving a complete application and payment of applicable application fees.

Do gurney and wheelchair van services need to apply for a non-emergency ambulance permit?

Gurney, wheelchair van, and medical transportation services that do not provide medical treatment or care during transport are not required to obtain a certificate of operation or an emergency response vehicle permit.
