In Contra Costa County, an emergency medical response is provided by a network of public and private ambulance service and fire departments. Contra Costa EMS does not provide EMS service or response.  The Emergency Medical Services division of Contra Costa Health Services regulates the provision of EMS services to ensure everyone involved in an emergency medical response is trained, licensed, and properly equipped. 

The EMS division also provides medical oversight and on and off-line medical direction to EMTs and paramedics through medical control, which is overseen by the division's EMS Medical Director.  The EMS division has one EMS Director, one EMS physician Medical Director, and eight prehospital care coordinators that manage specialty programs and provide regulatory oversight to EMS responders and ambulance providers.  The prehospital care coordinators are supported by an EMS Specialist, Administrative Services Assistant, Health Services Administrator, Data Analyst, and Advanced Level Secretary.

In 2023, there were 115,510 calls for emergency ambulance services, of which emergency ambulances performed 83,079 transports to hospital emergency departments.  Non-emergency ambulances performed 22,347 transports between hospitals, nursing facilities, dialysis centers, psychiatric facilities, and private residences.  Of these 22,347 transports, 964 were performed by a critical care ambulance unit staffed by at least one registered nurse and EMT.
