In December 2023, Contra Costa Health (CCH) initiated an unannounced inspection of the Martinez Refining Company (MRC), owned by PBF Energy Inc., to examine certain safety practices at the refinery. 

The goal of the unannounced inspection was to evaluate the refinery’s compliance with five select process safety programs due to safety concerns from incidents over the last year and anonymous complaints. The review of the five safety programs did not identify any areas needing immediate or short-term action. (A report of the unannounced inspection's findings are available below.)

In January 2024, Contra Costa Health began a more comprehensive review of the refinery's safety practices as part of a regularly planned audit of the facility. These audits are done every three years as part of the California Accidental Release Prevention (CalARP) Program and county Industrial Safety Ordinance (ISO). Once the final audit report is complete it will be posted on this website and there will be a 45-day public comment period and meeting held.
